Abstract
This work aimed to identify the sustainable principles of the 3rd Master Plan of
Pelotas (III Plano Diretor de Pelotas) and how they were translated into the
plan’s law. In order to do that, documental research of the urban planning, law
5502/2008, was carried out. Documents produced during the preparation of the
plan by the technical team as well as articles, books, thesis, maps, plans and
laws were analyzed. Contents from interviews with professionals who
participated in the preparation of the 3rd Master Plan were also used. A concept
of sustainable city was adopted, which was used for the construction of criteria
for sustainability analysis. Based on these criteria, the analysis of the 3rd Master
Plan was performed. It was observed that the plan was constructed taking into
account criteria of urban sustainability. However, despite presenting sustainable
guidelines in the exposing part of the law, it presents shortcomings in the
disposition part, the one that produces practical effects. As the planning
proposal contained in the urban plan is of a permanent effort of complementing
and detailing, it is expected that these shortcomings will be dealt with so that
the ideas proposed can be fully applied, contributing to the stimulation and
strengthening of the characteristics of partnership, flexibility, diversity and
interdependence which increase the cyclic processes in the city making it more
sustainable.
