Migrantes Senegaleses em Pelotas e Rio Grande: uma análise comparada das políticas migratórias nos âmbitos municipais (2010-2017).

Abstract

This study deals with migratory policies in the municipalities of Pelotas and Rio Grande to receive and welcome the Senegalese people. In Brazil, and especially in Rio Grande do Sul in the 21st century, the flow of Senegalese migrants has increased considerably. Many seek in this state better job and income opportunities to send financial aid to their families who have stayed in Senegal and also to escape the economic and social crisis that plagues their country of origin. Thus, the focus of this dissertation was to verify in a comparative way the existence of migratory policies and actions that proposed the social, economic and cultural inclusion of the Senegalese migrants, in the period between 2010 and 2017, in the ambit of the prefectures of Pelotas and Rio Grande. The research methodology had a qualitative and comparative approach. Using semi structured and open interviews as research techniques; indirect observation and documentary research in databases, newspapers and laws. The dissertation showed that the role of civil society organizations is extremely important to include Senegalese migrants, since they carry out actions that contribute to the social and economic integration of these communities. In the comparative process of the actions carried out by the Municipalities of Pelotas and Rio Grande, it was evident that the Rio Grande City Government has more effective actions regarding the social, economic and cultural inclusion of the Senegalese migrants, which resulted in the creation of a Committee to Support Migrants, with representatives of Civil Society, the migrants themselves and the City Hall. In contrast, the Municipality of Pelotas did not present migratory policies and actions considered effective by the interviewees themselves. However, there was a latent need to advance further in the development of effective migration policies committed to the reception and integration of Senegalese migrants.
