A proposta do Gabinete Digital em Porto Alegre e os manifestantes de Junho de 2013.

Abstract

The present study has as object of analysis the proposal initiated by the Gabinete Digital (Digital Office) of the Government of the State of Rio Grande do Sul at the demonstrations of June 2013 in Porto Alegre. At the height of the events in June 2013, Governor Tarso Genro, from the Partido dos Trabalhadores (Worker`s Party) by the period of 2011-2014, meets the protesters, journalists and deponents at the Gabinete Digital at the meeting called "o que dizem as ruas” (what the streets are saying), with the participation of the population through social networks on the Internet. The waves of protests in June were called after the Movimento Passe Livre (Free Fare Movement) which claimed for the implementation of the zero tariff for public urban transport. In the capital of Rio Grande do Sul, protests against the increase of the urban passage had been carried out since the year 2012, when the Bloco de Luta pelo Transporte Público (a group that claims for free system of public transportation) was created, which has since then pressed the government against the increase of the urban transportation tariff. The study deals with Contentious Politics that culminated in the proposal of the Gabinete Digital with the participation of diverse social and political actors. Specifically, the study aims to understand the reasons and causes that led to the opening of the institutional channel of the Gabinete Digital for the participation of the actors in June 2013. The research uses the Contentious Politics approach by Charles Tilly and Sidney Tarrow, that allows to relate the social actors and the institutional space. The study also discusses the concept of social movements, comparing the differences between collective action theorists, in order to understand if the demonstrations that took place in June in Porto Alegre can be classified as social movements.
