Abstract
With the context of cases of corruption and inefficiencies in public management, Brazil was forced to improve its transparency processes and control of its actions, creating induction regulations to increase access to information. Among the criticized institutions, universities suffer from the difficulty of disclosing their importance to citizens. The research aims to demonstrate the aspects of transparency in federal
universities: formal, real and ultra-thin. Also, to verify the existence of correlation between the performances obtained in each strand. Also, as a byproduct, the work disseminates the good practices found in the electronic portals. The methodology is based on qualitative and quantitative analysis: through qualitative analysis, the formal adaptation of universities to the legislation is sought, as well as the search for best practices; Through quantitative analyzes, data on requests for access to information is analyzed. The research field consists of the sixty-three Brazilian federal universities, with the electronic portal as the object of study. In the end, it was found that 80% of the institutions do not formally attend, but an isolated analysis cannot be done, given that real transparency, through access to information, and ultra-legal transparency, by good practice, differ in different ways. universities. Thus, it is emphasized the possibility of the institution to play different profiles in each strand, concluding that full
transparency is the result of the comparison of both aspects.
