Cultura institucional corresponsável e democrática: a universidade como lugar para o exercício de uma ética institucional

Abstract

The present thesis arises from the need to investigate the fact that the legal framework does not cover the whole complexity of a public university. In this sense, the objective was to develop a code of ethics constituted by the formation of social capital to outline the democratic and co-responsible university institutional culture. For the methodology, critical hermeneutics was used, an interpretive procedure that goes beyond the interpretation of a text, it reflects the communicative action of the subjects. On the one hand, it is the author's understanding of language. On the other hand, it is the contextualization for the elaboration of valid norms. As fundamental results, the establishment of dimensions and scope of the ethical code following the theoretical foundations are highlighted. These dimensions function as validity claims and minimum requirements for ethical conduct. Thus, three dimensions were outlined to determine the rules for social development between institutions and society. Dimension A consists of principles and values, which guide individual and collective behavior. Dimension B represents institutional commitments. They are well-founded agreements which must respond to social expectations. Dimension C composes the principles of the ethical system requirements, that is, the normative pretensions of a moral order. Such dimension institutes penalties and sanctions for the ones who do not comply with institutional principles, values, and commitments. However, the role is not one of culpability, but of making one reflect towards a collective conscience in favor of institutional relations. Therefore, an institutional code of ethics may restore the social fabric between university and society. Finally, the design of the code has the potential to unify the hospitable and harmonious conviviality.
