As mulheres na Câmara Municipal de Pelotas: uma análise acerca dos projetos de lei ordinária propostos pelas vereadoras durante a 20° Legislatura 2017 - 2020

Abstract

This master's thesis analyzes and classifies by thematic areas the ordinary bills proposed by the female councilors of the Pelotas City Council during the 20th Legislature 2017–2020. The ordinary bills analyzed were obtained through the Legislative Process Support System of the Pelotas City Council. For the elaboration of the classification by thematic areas, the projects were fully read, including their justifications, with the general objective of identifying whether the themes covered by the projects work to reduce the social vulnerability of women in Pelotas. We explored the hypothesis that the bills proposed by the councilors are mostly concentrated in the field of social policies, with a view to correcting flaws and promoting improvements in public services in the areas of health, education and security that affect, above all, the lives of Pelotan women. This is, therefore, qualitative research, of a documentary nature, anchored in the notions of content analysis and affiliated with the field of feminist political theories. We analyze the political underrepresentation of women in politics and argue about the relevance of their political representation so that the representative democratic system is fairer and more egalitarian. The results obtained demonstrate a clear association between the performance of Pelotas female councilors and themes linked to the area of social policies. They also show a clear relationship between the life experiences of these parliamentarians and their legislative productions.
