O cais de Porto Alegre: territórios em conflito e o direito à cidade

Abstract

The present work aims to analyze the disputed territory of the Porto Alegre Wharf. The general objective is to study the history of the Wharf and its modifications over the last two centuries, with the specific purpose of investigating the restriction of the exercise of the right to the city in the revitalized port area. The relationship between Porto Alegre and the Wharf will be revisited throughout history, focusing on the urbanization processes that interfered and will still interfere in the port region. Grounding zones, construction of buildings and a wall to contain the floods of Lake Guaíba have modified the area. The new revitalization project presented intends to intervene more deeply in the Pier. Special emphasis is given to the 2010 Master Plan and the Cais Mauá Revitalization Project, as they foresee a paradigm shift in the occupation of the port area. The warehouse and dock sectors will have a heavy investment of resources from the private sector and will have several tall towers for residential and commercial use, with the potential to change the urban mechanics of the region and surroundings. The instruments used were the documentary and bibliographic survey, the visitation of the target sites of the present study and virtual forms made available in virtual networks for voluntary responses from the community. At its end, the research intends to contribute with parameters that allow the revitalization of the Wharf through a State Private Initiative binary that can meet both the interests of economic exploitation and can preserve the collective social rights of the city's population, contributing with solutions to promote an effective and full guarantee of the right to the city by the citizens of Porto Alegre.
