Construindo a cidade e a cidadania: avaliação da implementação e da satisfação do usuário do PAC Urbanização de Assentamentos Precários no loteamento Anglo, Pelotas-RS.

Abstract

This dissertation embraces the motivating events and consequences of the construction of houses, urbanization and land regularization of Loteamento Anglo, in the city of Pelotas, Rio Grande do Sul, Brazil, a site with no basic infrastructure located in a risk area occupied by low-income families (up to 3 minimum salaries). For these reasons, this community was inserted in PAC Farroupilha in 2008, promoted by the Municipality of Pelotas, which also included Ceval, Osório and Vila Farroupilha enterprises. This programme is part of the Urbanization of Precarious Settlement Programme, created in 2007 by the federal government. The study is relevant because, according to data released by IBGE in 2010, Pelotas is, in terms of population, 3rd in the state and 69th in the country, and in the Housing Plan of Social Interest of 2014, the city had 156 (one hundred and fifty-six) areas in need of full land regularization within precariously occupied territories in Pelotas. As a general objective of the work, it was verified how the planning and execution of the project included in a programme of urban improvement, housing and land regularization, with special attention to the actions of the participants and their influence on the beneficiaries’ perception about their homes after regularization. The roles of the agents, how each one fulfilled their attributions and followed the guidelines established by the programme and the results in the post-occupation evaluation of the studied area have been investigated. Research has been carried out on federal and municipal documents, followed by field surveys and interviews with residents and public agents involved. To help understand the verified facts, the time line of the enterprise was designed. The results indicate that the lack of attention to some items of the guidelines of the programme led in part to the inhabitants' dissatisfaction, who then made modifications in the residences and did not contribute effectively to the consolidation of the collective environment nor to its maintenance. The conclusions link the difficulties in managing the space of the enterprise to the lack of the residents’ participation in planning and execution of the programme and their nearly absolute ignorance about its rules.
