Abstract
The methodology used for Urban planning still holds sway in the rationalist and traditional model that understand the cities as a static system. So, most planners and managers believe that can be planned and controlled in a top-down way. The Master Plan is an instrument regulated by the Statute of Cities law. This law represents the main practical instrument of contemporary urban planning in Brazil and this law presents the need for a democratic management and popular participation for the city planning process and development of the cities. However, popular participation can be in most case summarized in the use of traditional techniques that have low accession on the part of citizens and are low range due their limitations in methods and techniques. Given the distance between urban planning and the new sciences that comprise the real urban dynamics, there is an urgent need to instrumentalize planning and incorporate it with minimal tools capable of integrating all agents in the urban planning process. In this way, this research looks for an alternative able to assist the popular participation in the urban planning processes, in order to approach the new science of cities, which recognizes that its development occurs through the interrelations of its multiple agents, through the proposition of a tool based on a spatial Multiple-Criteria Decision-Analysis (MCDA) model that can be applied as an instrument of popular participation in the planning process, to facilitate the spatial reading of population opinion and demands. The web tool, called PeoplePlan - People Planning, has a simplified spatial interface as input for the model, by filling a grid of cells, where the user freely responds to the criteria for the AMD model, marking spatially in a map area of their perception for each criterion, and weighting the importance of each criterion, obtaining as a return the response by aggregating the weighted criteria. PeoplePlan presents aspects of greater relevance regarding popular participation, providing the construction of knowledge in its experimentation and involving the individual in the planning decision making process.
