Infraestrutura de saneamento básico do Conjunto Habitacional Lindóia: análise sob uma perspectiva de sustentabilidade do Sistema Condominial de Esgoto.

Abstract

The Lindóia Housing Estate, promoted by the Housing Company of the State of Rio Grande do Sul (COHAB-RS), in Pelotas, in the early 1980s, and financed by the National Housing Bank (BNH), has, among its several specificities, the proposal for an innovative and potentially sustainable sewage system. This work aims to evaluate the performance of the Condominial Sewerage System (SCE) at COHAB Lindóia, proposing recommendations for readjustment and efficiency of the SCE, according to the principles of sustainability. The system has its main ideas as: the democratization of the service, cost reduction, environmental preservation, decision decentralization, community participation and the presence of different agents (public, private, users). In addition to being a condominium sewage system, that is, it has collective connections in the wet areas, at the posterior part of the COHAB Lindóia lot, the system aims to protect the city system’s environmental resources and reuse organic matter in productive services. The methodology used was through literature review, in which Sachs (1993) state of the art, that works based on the sustainable development theme, was associated to Melo’s (1994) and Vasconcelos’ (1995) work, who proposed the Condominium System. In addition, the research was supported by the set of methods and techniques of Post-Occupation Assessment and, through data surveys, projects, legislation and participatory processes (interviews, DRUP). In this context, this system was only implemented in its physical part, located at the posterior parts of the lots, in a courtyard originally conceived as collective, with no environmental, social, economical and political aspects being implemented. The research identified the occupation and alteration of collective spaces, by irregular buildings, which ignored the existence of condominium sewage branches, as well as the total lack of management by the local public power, which would have brought to Pelotas a precursor sanitation model in its approach to sustainability. However, the SCE implemented at COHAB Lindoia, in Pelotas, was not concerned with being more sustainable, but with producing a system that was cheaper, resulting in more profitable housing units for companies and developers. It was concluded that the SCE's ideas are directly related to sustainable development, however, at the time of its implementation, the theme of sustainability was not addressed in the way it is currently debated, concluding that the Condominial Sewerage System was a precursor to a proposal for sustainable development that was not operated in a sustainable way at COHAB Lindóia.
