Abstract

Face with the current scenario of great housing demand characterized by the diversity of situations in the country, added to decades of housing programs focused on meeting a single demand, a large number of families remain unattended, living in precarious and irregular housing in Brazil. In the 21st century, Brazilian housing policies and programs have been marked by a single action perspective, with housing provision - here understood as the construction of new housing units with access through the purchase modality - as a protagonist in recent decades. This situation resulted in a void in the development of other alternatives to face the demands for housing. Housing programs focused on provision have been showing difficulties in meeting the needs of the most socially vulnerable populations, as well as guaranteeing their qualified insertion in urbanized areas of the city. Disorderly urbanization and the occupation of privileged areas of the richest part of the population end up pushing poor workers away and forcing them to live further away from urbanized areas, in precarious areas. On the other hand, the struggle for decent housing rights ended up stimulating a new civic participation and new struggles for rights, through which citizens demand their legal incorporation into the city. Thus, the struggle of social movements for housing questions the unequal order of society, crystallized in its excluding structure, and opens paths for the meeting of the conquest of the rights that were taken and denied by the Brazilian historical social construction. Faced with this problem, this research appears to add to the reflection on the relevance of the construction and implementation of complementary housing programs in the scenario of great diversity that characterizes the demand for housing in the Brazilian context. In this way, by meeting real housing needs, the large portion that today remains unattended will be able to have better decent housing conditions, as well as their qualified insertion in cities.
