Materialidade e significado no conjunto histórico e paisagístico de Jaguarão: os valores do patrimônio e a prática da preservação no município.

Abstract

The architectural heritage of Jaguarão City (RS) Brazil, is one of the largest and most intact in the country. Since 1980, mobilizations for its preservation have been taking place. From the Jaguar Project to the PAC Historical Cities, the actions are contributing to the debate about the intervention criteria in the municipality's patrimony. The knowledge of historical, anthropological, architectural and landscape values, which guaranteed the national protection of its historical nucleus, and which have their synthesis in the concept of Cultural Landscape, is fundamental for the understanding of these criteria. The intervention in the patrimony must be based on theoretical knowledge and critical positioning, and there is no neutrality. The conceptual expansion in the field of patrimony at the international level and its unfolding in the Brazilian context are analyzed, with emphasis on the debate on objective (material) and subjective (symbolic) values and on the discussion of concepts such as "conserve" and "restore". The analysis of projects for the Divino Espírito Santo Church and for the Municipal Public Market of Jaguarão City, two actions of the PAC Historical Cities in the town, assists in the debate about the issues of restoration and the values to be preserved. The aspects related to the conservation of heritage are also addressed, proposing for the future, the development of a manual of good practices in preservation. The discussion about the applicability of concepts in Jaguarão City, the values of its patrimony and the practical questions related to conservation and restoration helps to identify the obstacles the municipality is facing for its preservation.
