As consequências do ajuste fiscal e a formação em Educação Física na UFPel a partir da implementação da Emenda Constitucional 95/2016

Abstract

This study aims to present the consequences of the Constitutional Amendment 95/2016 for the formation in Physical Education at the Federal University of Pelotas (UFPel) from 2016 to 2021, taking into account the investment destined to social services and comparing it with the public expenses destined to the public debt. To this end, we make a bibliographic review analyzing scientific articles produced by researchers in the area over this period, analyze the Management Reports and internal documents of UFPel to produce data about the period and interview the Dean and Director of the Physical Education College (ESEF) at UFPel using the descriptive analysis methodology to produce an understanding of the period. The study starts from the concept of structural crisis in order to understand the exit proposal to the crisis through neoliberalism, which also affects educational institutions, especially public ones, which have their resources squeezed due to the financial reorganization that governments practice to contain investments in public services. In the end, the study concludes that there is a lack of financial resources for UFPEL, at the same time, that there is fomentation to the private higher education network, which grows much more when compared to the IFES, Federal Institutes of Higher Education. It also concludes that, despite the withdrawal of investments from public resources for UFPel, ESEF still manages to continue playing an important role in the formation of Physical Education practitioners, taking into account its importance for the free training of workers in the area.
